Abstract

This thesis consists of three chapters on the problem of equity of access to health care, following the strand of literature placing the emphasis on potential access to health care. It proposes some reflections about the broad question of equity of access to health care by examining three different issues. The first chapter investigates whether and how the fiscal discipline introduced in Italy in 2007 to restore a sustainable dynamic of the health care regional budgets might have affected health care opportunities. The second chapter focuses on denied access to health care, suggesting a novel approach for evaluating access opportunities that jointly considers non-access and inequality in access. The third chapter studies the effect of a novel purchasing model - Result Based Financing - recently becoming particularly popular as a potential response to the growing budget pressure and the increasing attention to achieving measurable results in health care.
